ICE Starts a New Consolidated Order at Adelanto Before the Current Ones End

A $53.6 million September 15 order with The GEO Group folds Adelanto and the Desert View Annex into one order on a September cycle, three months before the current $107.7 million and $27.3 million orders end. The record codes it full and open; the number of offers is blank.

On Tuesday, September 15, 2026, ICE signed a $53.6 million task order with The GEO Group for "detention services in Los Angeles AOR at consolidated Adelanto and Desert View Annex centers" in Adelanto, California. The order, 70CDCR26FR0000131, runs from Sunday, September 20, 2026 to Sunday, September 19, 2027.

The strongest innocent reading. Adelanto is a long-running ICE contract site. This order sits under a contract signed December 19, 2019 (70CDCR20D00000009, fiscal year 2020), and ICE has placed a new order under that contract every year since December 2019. The record reports this order as full and open competition. Folding two orders into one may be an administrative change.

What the record shows (as of October 23, 2026).

What changed. Since 2019, the orders under this contract have run on a roughly December-to-December cycle (one, in 2020, started November 4). Since December 2023, Adelanto and the Desert View Annex have been funded as separate orders. The two current orders (Adelanto, $107.7 million; Desert View, $27.3 million) run through Saturday, December 19, 2026. The new order is a single consolidated order on a September cycle, and it started three months before the current ones end. For those three months, the record shows three open orders at the same site.

What the comparison can and cannot say. The new order's $53.6 million is an opening figure. Last year's two orders together show $135.0 million, ten months into their year; the two orders for December 2024 to December 2025 show $154.7 million. An opening obligation is routinely smaller than the year's final total, so these numbers do not show whether spending at Adelanto is rising or falling. They are the baseline we will compare against as the new order is modified.

What is not established. The record gives no bed count or population. It does not say why the orders were consolidated or why the cycle moved. Whether the December orders will be closed early or run to term is not yet in the record. Federal contract reporting can lag.
